Members (and oftentimes guilds) come and go on different servers -- with the increased flexibility of players to move their characters to new locations, what steps should guilds be taking to recruit, train, and retain their members (raid or casual setting as you prefer)?

I think the best way of trying to retain people in a guild is make them feel part of the progress of the guild even if they are not a well equipped character. "Throwing a bone" as I lie to call it buy helping people run through content not all that mush above their current item level or through a few easy heroics can be a benefit to that person and the guild if they stay withing the guild and become a valued member of a raid group. This also give you a chance to assess the persons character and play style or lack there of and also their commitment to the guild as a whole.
